Why is he hesitating?

Thou I am thankful for some changes he made to stop unjust rules in some parts of the world but here is my question.

He started with calling Iran and Korea axels of Evil and then he paused. What makes Iran so immune of International rage? What MORE HARM CAN A COUNTRY DO TO THE WORLD TO BE TOPPLED? They have mandatory hijab for women, they stone people to death, they invented spritual leader, they cut your throat inside-outside Iran, they import/export terrorists,they take hostages, they burn flags, they do child abuse in public,they develop nuclear power... what else are you waiting for? Mr. President.
